evening. Welcome to the City Council
meeting. I do have one change in the
agenda. Since we do have an appointment
this evening and we have so many visitors that are here, I would move that up
to the beginning of the agenda after we do the prayer and the Pledge of
Allegiance, and roll call, and minutes, and Petitions and...............you got
it? Let me, please, I would like to ask
Reverend Kathy Sweet from St. Mark United Methodist Church to come forward and
lead us in the prayer.
REV. SWEET: Before
we pray, I do want to say a special thank you to two City employees. And, you know, I’m usually very good with
names, but I have no clue what their names are.
They were two paramedics that showed up–firefighter paramedics–that
showed up at my house early in the morning on September 19, and I am forever
grateful for the way in which they calmed me as well as my husband down when we
had a medical emergency. So, thanks,
Chief, to your guys. They did a great
job at my house.

MAYOR EPSTEIN: The

Appointments. It is with great pleasure
that I present an appointment to you tonight.
Chief Young will speak to the background of Capt. Phil Perkins who we
would like your approval to promote to the Assistant Fire Chief. It’s with great pleasure that we bring this
appointment to you and I hope that you will all concur. Chief Young.
CHIEF YOUNG: Capt.
Perkins could you come up here, please?
Well, if you don’t know who Phil Perkins is, here he is. Phil has been on the Fire Department for just
under 17 years, but he’ll tell you 17.
He is a graduate of Westview High School, a lifelong resident of
Kankakee, married to his wife, Debby. He’s
a graduate of Kankakee Community College with an Associates Degree in Paramedic
Supervision. Right after Westview, he
did go into the United Stated Army and served his country in the 82nd
Airborne Infantry. He retired, or left,
as a Sergeant. Between the years of 1981
and 1985. He’s come up through the ranks
here on the Kankakee Fire Department.
During his time on the Department, he has received, he’s the only Medal
of Honor recipient for the Kankakee Fire Department. Metal of Valor recipient for the State of
Illinois and Humanitarian Service Medal from the State of Illinois. So, he’s had a nice, distinguished career and
we couldn’t be more thrilled to promote him to Assistant Chief with your
blessing. Thank you.

conditional use permit to Kankakee Investment Partners to establish and operate
a legal conforming mobile home park at the property commonly known as 1995 S.
Schuyler Avenue. Alderman Brown.
ALDERMAN BROWN: Is
the reason we’re doing that because of the change of ownership?
MAYOR EPSTEIN: No,
the reason.............Mr. Cross........it’s to establish the number of units
at the property.
CLIFF CROSS: Exactly. In fact, in 1983 when these two sections of
this mobile home park was approved, at that time, with a special use permit
which was the equivalent to a conditional use permit today, one thing they did
not do, they did not record a plat showing the number of units with the 16-acre
tract. So, this in a sense, is just to
update and clean up to ensure that the number of units are locked in and
recorded with this new conditional use permit which then will make it compliant
with the current regulations in the R-3 zoning district.
MAYOR EPSTEIN: Any

The ownership, really, has not changed at this point. The circumstances that brought this up is, I
believe they were looking to actually sell this mobile home park.

in the discussions, we said, no let’s clean it up because we really need to do
this so you know what your future investment agency knows what they’re dealing
with.

Although we had a–based on Alderman Brown’s request for that–what kind
of camera do you call that Chief?
CHIEF REGNIER: It
would be kind of an undercover camera I guess it would be called.
ALDERMAN HUNTER: Yeah. We had that, we had a...........
MAYOR EPSTEIN: Demonstration
ALDERMAN HUNTER: It
was kind of interesting seeing that and work it does that and actually got a
first-hand demonstration of how it works.
So, if you guys have a chance to see that camera, your tax dollar at
work. It’s really amazing what you can
see with the undercover camera.
MAYOR EPSTEIN: Thank

ALDERMAN BROWN: The
minutes are self-explanatory..........
MAYOR EPSTEIN: Oh,
Alderman Brown, I’m sorry. You answered.
ALDERMAN BROWN: I’m
comfortable with that. But, the minutes
are self-explanatory, but there are a couple statements I need to make.
MAYOR EPSTEIN: Okay.
ALDERMAN BROWN: Number
one is that you are aware that the water company added....... was approved by
the Illinois.....
ALDERMAN HUNTER: ICC.
ALDERMAN BROWN: Yeah. And, the rate was 17.07% and translates to
about $7.00 increase in your water bill.
And, that’s based on.....on the 172 gallons of water per day which is
about $1.45 per day. Less than a penny
per gallon so I thought that, ah, you should know and as a matter of fact your
bill was being adjusted in December and I don’t think we had License and
Franchise meeting in December so I don’t think people was aware of that. And, I think that if you have any questions
about your water bill because they should have been mailed out in your water
bill this month. So, if you have
question about that it’s imperative that you call Aqua Illinois and get those
answers for you so they’ll know why the increase is.
MAYOR EPSTEIN: Thank

ALDERMAN BROWN: That’s
it.
MAYOR EPSTEIN: Okay. Budget Committee, Alderman Baron.
ALDERMAN BARON: We
reviewed the finances of the City as we do on a monthly basis. I’ll
just briefly recap, the sales tax receipts continue to wildly
gyrate. This month–this past month–we
saw a decrease of 20.9% compared to receipts from the same month of a year
ago. The figures and the accounting from
the State continue to be somewhat questionable and they raise some
questions. Those are probably good
figures, but maybe not. And, that’s a
continuing story, getting correction information from the State of
Illinois. In terms of income tax from
the State of Illinois, they have paid us through July of 2010, but not since. And, the income taxes due are in the amount
$780,000.00 which, of course eats into the cash flow problems. In regard to–interesting–on the second page, second paragraph,
interestingly, the revenues to date for the general fund are $18.548
million. The expenditures are $15.521 million. You would think, great, we’re in good shape,
we’re going to end the year fine. Well,
that’s not necessarily so. Those
figures, the revenue is overstated. We
have 100% of the property tax computed in that and no more coming. We have $1.7 million of transfer from the
Utility from our savings account in the Utility already accounted for in the revenue. And, remember, a minute ago I said that the
State owes us $780,000.00. Well, that’s
included in the revenue. We just haven’t
received it yet based on the theory of, I’d rather owe you than beat you out of
it. So, that’s overstated. Those aren’t perfectly good numbers, but that
explains why there’s a $3 million change.
Next paragraph deals with cash flow.
To summarize that, problems coming.
Ah, we’re through the part of the year where everything. where because
we’ve had the advance payments from the property taxes we’re okay, totally dependent–well, somewhat dependent–on what the State does
good for the City of Kankakee from here on out as far as whether or not we have
a cash flow problem or not. Ah, the last
thing is just a brief review of the
anticipation of budget for fiscal year 2012.
We’re not there yet. There may be
difficult times ahead on that as you can probably tell by the description of
what we’ve just gone through. So.

New Business, the first item. When the
City redid Brookmont Boulevard, there was about $60,000.00 extra that we did
not spend due to the bids coming in lower.
Mr. Tyson isn’t here this evening, but he has prepared a.............he has spoken to the
State. They encouraged us to spend the
money rather than give it back. He went
out to bid and there’s a large– hump I’ll call it–at Schuyler and
Brookmont. It has to be used in
conjunction with Brookmont Boulevard, that he hopes to
have.............leveled. Thank you so
much. I’m losing it. Ah, fixed.
We need approval of this because there....... the reserve may be
$53,000, but the City may have to pay a 10% match which would be $5,300.00. So I need your approval to proceed with this.

ORDINANCE AMENDING CHAPTER 32, SECTION 231
ESTABLISHING
HANDICAPPED PARKING SIGN(S) AT 1193 S. WASHINGTON
AVENUE
MAYOR EPSTEIN: Motion
carries. The next item is a Resolution
authorizing the execution of an intergovernmental agreement to provide police
officers between the City of Kankakee and Kankakee School District 111. Chief Regnier and Pat Power have been working
with the school district and their attorneys to craft this agreement. It’s pretty consistent with what we’ve had in
the past. They are to pay the officers
$45.00 per hour. They haven’t..........Chief
Regnier, have they designated how many officers they want?
CHIEF REGNIER: They
have not yet.
MAYOR EPSTEIN: And,
so, I would ask for your approval to authorize this intergovernmental agreement
and Resolution.

RESOLUTION AUTHORIZING THE EXECUTION OF THE
INTERGOVERNMENTAL AGREEMENT TO PROVIDE POLICE OFFICERS
MAYOR EPSTEIN: Motion
carries. There is no need for an
Executive Session this evening. Are
there any Aldermen’s questions or comments?

ALDERMAN BROWN: Just
a comment that, ah, next month we will have Allied at the License and Franchise meeting, so all the
Aldermen are invited of you so care to attend.
MAYOR EPSTEIN: Thank
you. That reminds me Alderman, I
mentioned it at the Utility Board meeting tonight. But, Allied will have one of the new garbage
trucks at City Hall on Friday morning at 10:00.
They thought some of you might be fascinated at what a new garbage truck
looks like and a new, clean garbage truck I should say. And, ah, they would like to demonstrate how
the garbage trucks will operate lifting up the toters. If you have time and if you would like to be
there. 10:00 A.M. at the Administration
Building there will be a demonstration.

ALDERMAN JONES: Mayor,
I have been getting numerous phone calls since these tote have showed up and a
lot of people don’t even know what they’re supposed to do with it. I noticed we got our recyclable tote this
week and I tell people there’s a packet on it.
They don’t even know that there’s a packet. If the Mayor could put out a letter that
could go out to the water, with the water bill or something that everybody
could be on the same page. Because not a
lot the people get the newspaper, they don’t listen to the radio.
ALDERMAN HUNTER: That’s
the contractor’s responsibility.
MAYOR EPSTEIN: The
information packet is attached to one of the toters. If you got the recycling, it may be attached
to your other toter that’s still coming.
ALDERMAN JONES: I
got........I got my information packet on my toter.
MAYOR EPSTEIN: Oh,
you did.
ALDERMAN JONES: But,
south of River Street, over, ah, on the other side of the river, okay on Water
Street, down there, they got toters that didn’t have any information at all in
their toters.
MAYOR EPSTEIN: Well,
we’ll notify the contractor and he can provide them with packets of
information.
ALDERMAN JONES: Okay.
NANCY SMITHBERG: Is
that both toters that they received and they didn’t receive it?
MAYOR EPSTEIN: They
received both of their toters?
ALDERMAN JONES: No,
they only got one toter.
MAYOR EPSTEIN: Well,
as they receive the second one, the packet will.........the information packet’s
only on one of the toters.
ALDERMAN JONES: Right. It’s on the recyclable. I think they got the trash one and they have
no idea what to do with it.
MAYOR EPSTEIN: Well,
I would give it another day or so and I’m sure when they get both toters, they
will have the information. If not, they
can call us. We’ll make sure that they
get the information.
ALDERMAN JONES: Okay.
MAYOR EPSTEIN: Everyone’s
going to have to have some patience as they’re doing the best job they can
distributing these toters to 7,800 residents.
They’re getting semi loads of the toters. They’re putting them together at the Space
Center.
ALDERMAN HUNTER: In
the 7th Ward.
MAYOR EPSTEIN: In
the 7th Ward. And, ah, they
started this week. By the end of next
week, everybody in the City of Kankakee should have their toters and should
have the packets of information. Until
you receive that, Allied will pick up your garbage in whatever you put it out
in. If you don’t have your toters, then
use whatever you’ve been using for garbage disposal up until that time. The City will take two or three months of
acclimation to get everybody on the same page and then after that it will
become a Code issue. But, we will be
taking our time and trying to inform residents the proper way now to dispose,
not only of your garbage, but your bulk items.
